Yes, the runtime is enough to run any compiled VFP EXE or DLL. You can get runtime installer from ftp://ftp.prolib.de/public/ or check http://fox.wikis.com/wc.dll?Wiki~VFP9RuntimeFiles if you want to do it yourself.
