I did a quick test using a .Net webservice and VFP in a similar scenario (ie testing VFP against the WebDev server) without problems so I'm not sure why yours isn't working.

Are you saying you would be OK with using a .NET wrapper on the web service client end?
(as before, it's definitely the best option - MSSoap is no longer supported and IAC struggles with anything but the simplest return formats.....)
Gary has outlined the process but if you need a simple, concrete example of this approach let me know....
