That's correct; except that the birthday is on Dec. 31. "Today's date" is Jan. 1st. Two days ago (Dec. 30) the person was 10 years old; on Dec. 31 he was 11; this year (on Dec. 31) he will be 12, and next year (on Dec. 31) he will be 13.
