First, you need to make sure that you have SP3 installed on your copy of NT. You should show as running Service Pack 3 Build 1381 when starting.

Second, you need to install the driver supplied by the manufacturer. AFAIK, no AGP drivers are a part of the NT 4.0 distribution. In most cases, the vendor supplies either a CD with an auto-start for installation, or the driver supplied on floppy disk or CD-ROM is installed to your NT system from Control Panel/Display/Settings/Display Type; see the installation instructions for your card to see which method to use.
