It means you can use those products for developing applications that use them. If you also want to use SQL Server in production you would need to purchase a copy of it for that purpose (using the MSDN copy would violate the license).

BTW, you can get MSN Universal cheaper if you just get awarded MVP, then it is free as part of the MVP Award package along with TechNet.
