I had a similar problem for a while, the UT being sporadically sluggish while other sites were snappy. So it wasn't a general problem with my connection. I came to believe Michel was correct that it had something to do with the routing between my ISP and the UT server. It went away several months ago. I do not believe it is a .NET issue.
