I think so. MS apparently does not...
If you look at MS tools you'll find that functionality almost always wins
out over ease of use. Why do you think MS still doesn't have a visual
tool for building VC++ applications (other than them deferring you
to VB).
In the case of VFP I'd say that it brings some useful
combination of features that are found in other products
but none are make or break features to MS that would make
them change their tune.

You have to sell a solution, not a product that it runs on. If you can make a point for building an application that's stable and requires less resources I don't think you will be denied regardless of what tool you use...
