You would need to install the TFS MSSCCI provider which would then enable you to connect to TFS.

If you want to check in/out directly from the project you would need to first add the project to TFS via VFP's menu. Depending on how many files are in the project, this step could be brutal because the provider can only handle one file at a time. That means you would have to sit there clicking on the check-in button for each file in the project until it's done. I got around this by installing a macro tool that would wait for that window to appear and automatically click the check-in button until all files got added.

Keep in mind that shelving is not supported from within VFP, but you could still do that manually from the Team Explorer.
