I don't think they have had any fatalities from the heat, so, yes it is fine with me. I like to call it behavior modification. If it isn't really comfortable in jail, maybe they will stop their criminal ways, or even better, maybe they will move out of the county.

I partly agree with you on this one. First of all A/C hasn't been around forever and humans did fine without it for 1000's of years.
Now - as for treating the inmates poorly and doing things to intentionally upset them - I think that's really playing with fire. You logic says that will make them go straight. My thinking is that all it's going to do is really get them upset. Sooner or later these inmates will be released back into society and I don't think it's such a wise idea to lock them up - treat them poorly and get them all pissed off - then let them go. All you end up with is a very bitter person and that can be dangerous I think.
