Hi,

its realy not that tricky.

create a report,
add some fields
enter a fields properties
on page number 3 "Dynamic", add a rule (no idea about the name in english because my ide is german, but just the topmost button)
give it a name
enter an expression that will change the color
select the color(s)
close all of this with ok
run the report

If you need ad whole row, just add a shape to the background and set its props
