Evelyn,

Where is the table acic in the join condition ?

If you do not have an index on checkno+acctno , try the following
select * ;
    from mds ;
        join acic  ;
               on   ( mds.checkno = acic.checkno ) ;
                and (mds.acctno = acic.acctno )
