Is electricity a resource or the by-product of a resource? In and of itself, I'd consider it a resource, however, until we can harness lightning, we have to generate electricity to take advantage of it, so I'm more inclined to look to the resources used in its generation (oil, coal, uranium, wind, sun, hydro, etc).

IIRC, oil is more efficient for energy generation than all but uranium and oil has vast amounts of other uses via derivatives.
