I have a VFP app that's gone though the same cycle (2.5 to 9.0) that runs off a terminal server with an average of 55 users.

The box has a LOT of memory in it and the network is quite solid. The users don't experience issues with performance - the only complaint I have is the insane cost of that many TS licenses. I have another client in a similar situation that opted for Citrix - which works just as well - but from what I was told it was quite a bit cheaper to implement.
