Why don't you import the spreadsheet and copy it to a csv file as follows

* create dbf from Excel file
IMPORT FROM c:\blankmanis TYPE XLS
* copy table to csv file
SELECT blankmanis
COPY TO c:\blankmanis.txt type csv
