Oh, there are reasons for that. Like, not recognizing the jurisdiction of the international court, then the court claiming that it's not their case, then bribing several countries into signing an indemnity clause, then most of those who could file charges knowing in advance their cases were hopeless, etc etc.
As for Serbia's war criminals, they should have been hanged while still in Serbia, but then nobody asked me.
