I assume you mean the 1994 and 1997 championships. The 1994 incident was viewed by the FIA as a racing incident, and brought no sanction; whereas the 1997 incident saw Schumacher disqualified from the championship standings.
Anytime you have cars racing like this on a track there's going to be a problem sooner or later - HOWEVER nascar actually encourages their drivers to "mix it up" and cause crashes. Not only is that very stupid it's also quite dangerous to be playing bumper-cars at 180+ miles per hour. The drivers can really get hurt - and it's not exactly safe for the fans to be sitting around while car parts are flying around at those speeds either. Several fans were hurt badly last year because of this. In F1 Schumacher was disqualified - in NASCAR the driver gets in no trouble and just 'gets even' by crashing the other guy next time.
