Perhaps multiple rounds of unsucessfull negotiations with stick always being much bigger then the carrot, might very well serve purpose of substantiating claims like; 'Iran never missed opportunity to miss the opportunity...'

Having negotioations and actually talking towards the solution are not necessarily the same ventures.
