So, basically, Visual Studio 2010 launch is the same as .NET Framework 4.0. Is that correct?

I hope they have adjusted the fact that sometimes the site cannot respond when we send a new update. Or, maybe it is something that has to be fixed in IIS. This is something I have on occasional basis on IIS 6.0 with .NET Framework 3.5.
