According to this, it supposed to be present. I'll check in VS 2008.

UPDATE. I don't see it in Windows Forms project all Windows Controls in VS 2008 either. Perhaps it should be manually added to the toolbox, but this is a pain then.
If it's not broken, fix it until it is.
