We would like to change the server registry values without admin rights.

The application is running on Windows 2003 server and users are accessing the same thru Windows Terminal Server. The application is creating some custom forms (printer forms) at the time of printing and without admin rights we are unable to create the same bcoz these changes is required to add the "Printer Forms" details into the server's registry
"HKEY_LOCAL_MACHINE\SYSTEM\ControlSet003\Control\Print"
