Nope. The modem will take the line off-hook....as long as the phone is on the same circuit.

Not implicitly.

Nope. Not without calls to TAPI, MSCOMM, or 3rd party control.

Yes. Go to http://www.activex.com. Several telephone related ActiveX controls there.
