The reason for this is often that you want to control access to certain forms. Let me suggest an alternative: Instead of putting all your commands into different levels of the main menu, have a single command "File - Open", that shows a form, with a list of all available options. You can have a PageFrame that divides that into different sections (we used "Data" for data editing forms, "Reports" for forms that serve as the entry points to reports, and "Processes" for semi-automatic processes that modify lots of records with a few commands).
