Ok, this is cheesy... but I think I prefer it to the jumping line bug.

Most of the time (maybe 99 percent of the time), this happens when I am pressing the page up key. So what I did was just created a macro for the page up key that is 30 up arrows and it seems to have resolved the problem. It's a little slower but suprisingly not that much.

Wish I had thought of this years ago.....
