The application prints a file.
If I try to open a file read/write and its being printed, will I get a handle back
lnfilehandle = FOPEN(lcxfdf,12) or will I get -1 back?

If this application is supposed to produce a file you should try Naomi's suggestion of opening the file exclusively. If you can open the file, it's likely that the application finished printing. However, make sure you wait a moment after running the application and trying to open the file so that the application can actually start printing.
