I've heard there's a law here that forbids that, unless you have a gear that allows you to talk without using your hands (and I've seen such gear in 1995, in Hungary, so don't anyone tell me it's too technically advanced). But the law isn't enforced. The reason, from what I heard, is that the cops would have to fine each other.
