In North Carolina it is illegal for drivers under the age of 18 to drive and talk on a cell phone except for calls with their parents. There is an easy way to enforce that - take the vehicle away when they break the rules. I did for 2 weeks. One thing is for sure: once they have a license and a vehicle, nothing is as important. You could take everything they own away and they no longer care as long as they still have that car. Take it away for awhile if necessary.
