The casino is testing the system. Now this one probably means that some workers will be fired. The casino probably already knows that they will have to pay all those millions. But they probably make so much $$$$$$$ that as long as losing a lot of millions why not put some more millions in there to test the legal system. At worst they will lose but they probably evaluated that they could have a possibility to win this one. If they don't fight it they lose anyway. If they fight... who knows.
