Naomi,

I don't think this toolbar ever worked, and it is a left-over from the Visual Studio heritage. I guess one could consider it a bug for it to be there in the first place and such could be reported to connect...

So, may be you can file it on the Connect website.
If it's not broken, fix it until it is.
