I got into the same problem and nobody knew how to fix it. I tried a lot and I found why, This is what you have to do.

Set resource to off. If your program needs resource on just before saying modi report xxxx write

set reso off
modi repo myrepo
set reso on

In config.fpw say,

reso=off

Foxpro resource file does'nt know how to handle the report writer options as report writer is not an integral part of VFP it is believed as third party component.
