It reflects the date time, potentially down to the millisecond, of when the DB server inserted/updated the row. Most people want and need that. :)

If you travel to 3 time zones this week and post messages on the UT from each time zone, what do you think is posted for a datetime when your message record is saved to his (Michel's) database?
