In short, this was thought of in the seventies, patented in the nineties, put into action almost immediately, hidden from the general public and then kept secret in front of our noses ever since. Doubters were promoted into conspiracy theorists, even the chemtrail article on wikipedia was renamed to "chemtrail conspiracy theory" or some such.

Only now it's considered to ask the public whether spraying chemicals from airplanes may be a good thing to do, regardless of it being done for years. Anyone who cared to look at the sky could see them.
