Here are a couple of ideas:
#1. Make sure the network security permissions are READ ONLY for all files except the tables/indexes to be shared.
#2. The I/O operation failure is a known bug for FP2.x. Make sure that you build the EXE on a machine that does not have more physical drives than your users. For example, if you build the EXE on a machine with two hard drives and a CD-ROM (C:, D:, E:) and your user has only one HD and CD (C:, D:) then you will most like get this error. This bug occurrs only in the FP2.X runtime ver.
