The only thing that is missing (that jumps out at me right now without further consideration - I'll have to think about it some more and in depth) is a guest worker program to allow more to come here legally and obtain work legally while identifying them in the process to ensure they are not already criminals in their home country or terrorists etc. I guess that is only possible if done by the federal government though since Arizona is not its own country.
