While the situation is better, it is not resolved.

Today, I had to send an update. The update never kicked in. I stop the application pool and start it again, this didn't do. I did the same operation again, still the same. I even kill the wp3p.exe process. The problem is in the IIS service itself. The only want to have it back online was to iisreset /restart.
