Here's the scoop on the formatting. If you choose either dptLongDate or dptShortDate as the format, the control uses the setting for these that the user has specified in the Regional Settings applet.

If, however, you choose dptCustom, use lower case for day and year, and upper for month. Further, the number of characters used will affect the output. For example, dddd, MMMM dd, yyyy would return Tuesday, October 13, 1998; ddd MMM dd, yy returns Tue, Oct 13, 98.
