Something is blocking the good behavior of transmission here. I would first suggest to try from another PC to see if you have the same behavior. If yes, I would try to use another PC out of that network. The first thing would be to isolate the situation. There could also be a problem with the browser temporary files. Sometimes, clearing them would resolve the issue.
