Intellisense is implemented in the IDE - the type of project should make absolutely no difference. If you mean Intellisense is working in, say, a Winforms project but not in an ASP.NET project then that seems very odd. If it's not working anywhere check the settings in Tools/Options/Text Editor/C# (General and Intellisense sections)

FWIW I think the same is true of ReSharper.

This in VS2008 but I'd be surprised if VS2010 behaved differently....
