You want it to apply to all string constants, regardless of delimiters, the documentation says it only applies to string constants if the delimiters are quotation marks. Thus, I wouldn't say what you're seeing is a bug -- you just don't like their choice of implementation.
And, for what its worth -- I have used this particular feature (and I mean
feature) within the last few days within PEM Editor, for the release that is coming out shortly. The substitution of a defined constant with a character constant (in this case, at least) is of crucial importance.
