Lo,
since a toolbar can not receive focus, you can not assign a hotkey to it.

Simple solution:
generate a menu that does the same as the toolbar (for example: the menu command "clicks" the toolbar button) and assign the keys to the menu

I would not recomend ESC to something like this, because ESC is the CANCEL function in a form and should be assigned to forms Cancel button (Cancel property of a button)
