Identity fraud is a crime. However, your statement is "almost". I know for a FACT that the US Government has issued duplicate SSNs. I went to college with two people who had the same SSN. Each of them got it from the government when they were babies, but had no idea it was a duplicate until they got to college.

Bottom line, the AZ law comes down to one thing (as does everything in business or goverment) and that's money. It costs the government lots of money in welfare, medicaid, education, and other areas to support illegal aliens. The law is nothing more than a way to try to reduce those costs. But...like many laws enacted by people who think they know better, they didn't provide additional funding to police to enforce the law. Nor did it take into account how it will infringe on the rights of US citizens.
