Civil rights are those rights afforded to citizens. Wikipedia defines Civil Rights as "Civil and political rights were among the first to be recognized and codified. In many countries, they are constitutional rights and are included in a bill of rights or similar document."

A person who is not a citizen is not affored protection under the constituion & bill of rights.

Don't confuse this with basic human rights.
