It sounds like Florida.
It was amazing how many contortions the drivers license people would go through so the 88 year old with blue hair that has to be assisted to find the door to the building could get their license so they can drive into a bank or a Macdonalds (through the wall).
Really - When I got my license and renewals you could count on seeing a couple of fossils being coached through the eye exam and the written (well.. try again .. you'll get it eventually)..
