No, I was using the default "all systems" setting which toggles back and forth.

New discovery just now however....
It "suddenly" started working... and after some fiddling around I found why... sort of.

When running foxpro as an administrator, I CANNOT create the com object
When running foxpro NOT as an administrator CAN create the com object...

If anything I would expect the opposite is true.

My test COM dll I created... works just fine either way. I'm off to do more googling now that I have a new clue.
