No, scrollbars are not enabled.

I tried adjusting the maximum design area again, saved as default, closed the form and opened it again and it now displays correctly.

I had checked other forms and they all were showing a limited window, but now they display correctly as well.

Thanks for your response Sergey. It is fixed now. Might this relate to the scrollbars setting?
