VFP is a Win32 application, which means Win32s added to Win 3.x. PC DOS is derived from DRDOS, and may not be compatible with Win32s environments; since Win32s is no longer an actively supported environment for Microsoft, you'll need to go to IBM for support.

If you -must- stay in a Win16 environment, I'd change from PC DOS to MS-DOS 6.22 and WfWG 3.11, which appeared to be the most stable of the Win32s environments. You'd be much better off in Win95 or (with adequate hardware) Win98.
