Hi,
I don't do much with Silverlight but I have both SilverLight 3 & 4 installed with VS2010 and a project can target either 'Silverlight 3' or 'Silverlight 4'. Debugging works in both. The list of installed Silverlight components is as follows:

Microsoft Silverlight 3 SDK (3.0.40624.0)
Microsoft Silverlight 3 Tools for Visual Studio 2008 SP1 - ENU (9.0.30730.126)
Microsoft Silverlight 4 SDK (4.0.50401.0)
Microsoft Silverlight 4 Tools for Visual Studio 2010 (10.0.30319.156)

I can also still create and debug Silverlight projects in VS2008 (though, of course, only Silverlight 3 versions)

The Silverlight v4 runtime also shows up as a separate install (v 4.0.60401.0) - I assume that's what would be downloaded if it was required to run an external Silverlight 4 page ?)
