Part of that identity is the resentment that the last wave of immigrants feels against the newbies from the next wave. The politicians goading masses against the current wave (while reaping all the benefits of cheap labor, anonymous payments into Social Security which will create no entitlements) is just politics as usual. Scapegoats, production of enemies etc.
