How much RAM was allocated to the VM? You want to allocate enough for the VM to run but leave enough for the host computer to run reasonably well. It's not exactly the same situation as yours, but I've used VirtualPC on my 32-bit XP notebook to run DOS, Win95/98/Me and Win2K sessions w/o problem. Sure the VMs are noticibly slower than the host computer, but nowhere as slow as you're describing.
