I am using ctMonth and ctYear versions dating back to 1999 on a Vista 64bit machine in runtime mode (For my development I stick on an XP virtual machine). Have had no quirks. Perhaps did you forget to add the .LIC files.

I use Innosetup for distribution and it does the appropriate registration for me. I don't have a script at hand right now but I could provide it.
