After they've been elected, there's no requirement for leaders to listen to "the people" at all.
Well, OK, there's that little practical matter of getting re-elected... nothing that a few lies and a big advertising budget can't handle, when the time comes...
BTW leaders not listening to "the people" is not always a bad thing.
At least Americans can take comfort in the knowledge that, as a model democracy, you have exactly the Presidential leadership you deserve!
